Universal Continuing Education Institute (UNICEI) is an IRS-approved continuing education provider registered with the IRS Return Preparer Office under Provider Number REBFU. We offer self-paced online CE courses for Enrolled Agents, Annual Filing Season Program (AFSP) participants, CPAs, and registered tax return preparers who need to meet their annual IRS continuing education requirements.
Our mission is straightforward: deliver high-quality, IRS-compliant CE courses that fit around the schedules of working tax professionals — without the cost, travel, or scheduling constraints of traditional classroom training.
Who We Serve
UNICEI courses are built for tax professionals who are subject to IRS continuing education requirements:
Enrolled Agents (EAs) — must complete 72 CE hours every 3 years (minimum 16 per year), including at least 2 hours of Ethics annually. UNICEI offers both Federal Tax Law and Ethics courses that count toward EA renewal.
Annual Filing Season Program (AFSP) participants — must complete 18 CE hours per year, including 6 hours of Federal Tax Law Update, 2 hours of Ethics, and 10 hours of other Federal Tax Law topics. UNICEI’s course catalog is structured to cover the full AFSP requirement.
Credentialed preparers (CPAs, attorneys) — seeking IRS CE credit in addition to their state licensing requirements. Our courses count toward IRS program participation.
Non-credentialed tax return preparers — who voluntarily participate in the AFSP program to demonstrate competency and maintain limited representation rights before the IRS.
Why IRS Continuing Education Matters
The IRS requires continuing education to ensure that tax professionals stay current with federal tax law changes, ethical standards, and compliance requirements. Tax law is not static — it changes with every legislative session, and the IRS regularly updates guidance on issues ranging from digital asset reporting and gig economy taxation to depreciation rules and international compliance. Staying current protects your clients and your practice.
For Enrolled Agents, CE is directly tied to credential renewal. Missing your CE requirement means losing the ability to represent clients before the IRS — a significant professional risk. UNICEI makes it straightforward to stay on track with on-demand courses available 24/7, so you can complete credits when it works for your schedule.
Our Course Format
All UNICEI courses are delivered entirely online in a self-paced format. There are no live sessions, no scheduled webinars, and no deadlines within the course itself. You enroll, access the course materials immediately, study at your own pace, and take the final exam when you are ready.
Each IRS CE course is designed to take approximately 2 hours to complete and is worth 2 IRS CE hours. Courses cover a focused topic — from Schedule C income reporting and partnership taxation to Circular 230 ethics and digital asset compliance — so you can select exactly the credits you need without paying for content that does not apply to your practice.
Certificates and Automatic IRS Reporting
When you pass the final exam, your CE certificate is issued within 24 hours of successful completion and made available in your student account for download. You do not need to submit anything manually. The certificate includes your name, course title, CE hours, completion date, and UNICEI’s IRS provider information.
UNICEI reports your completed CE credits to the IRS Return Preparer Office within 10 business days of course completion, in accordance with IRS CE provider requirements. Credits appear in your IRS PTIN account and are reflected in your CE history. You do not need to submit anything manually to the IRS — we handle the reporting on your behalf.
Our Course Catalog
UNICEI offers an expanding library of IRS-approved continuing education courses covering the full range of topics relevant to individual and business tax preparation:

Business & Entity Taxation — S corporations, partnerships, payroll taxes, business expense deductions.
Ethics — Circular 230 standards of practice, preparer due diligence under IRC §6695(g).
New courses are added regularly to keep pace with IRS guidance updates and changes in federal tax law. Browse our complete IRS CE course library or visit the course catalog to see all available titles and pricing.
Florida Tax Professionals
Florida does not separately license tax return preparers, so Florida-based tax professionals follow IRS CE requirements based on their credential type. UNICEI’s courses satisfy those requirements in full. Learn more on our Florida continuing education page.
Our Commitment to Quality and Compliance
Every UNICEI course is developed to meet IRS CE provider standards. Course content is reviewed for accuracy and updated to reflect current law. Final exams are designed to test comprehension of the material — not just recall — with a minimum passing score of 70%. Detailed records of your enrollment, exam results, and CE credits are maintained in your student account.
We are committed to providing tax professionals with the education they need to serve their clients well, maintain their credentials, and stay ahead of an evolving tax environment. If you have questions about our courses, provider credentials, or CE requirements, please visit our Contact page.
